GREAT LIMBER PARISH COUNCIL
Minutes of the meeting held on Wednesday, 6th November 2024 at 7pm in the Village Hall.
Present: Cllrs S. Hudson (Chairman); J Hoyle, S. Christmas, B. Moor, C. Reed.
In attendance: District Cllr A. Lawrence; the Clerk and new clerk.
1. Co-option of councillor: No interest for the one vacancy. There is likely to be another two vacancies in the near future.
2. Apologies for absence and reasons given: T. Robinson and S. Bedford. apologies accepted.
3. To receive declarations of interest in accordance with the Localism Act 2011: None
4. To approve the Minutes of the last meeting held on 4th September 2024: The minutes were signed as a true record.
5. Chairman & Council's comments: The chairman thanked Cllr Hoyle for attending the West Lindsey DC service last month on behalf of the council. The new flag was hoisted commemorating 50 years since the introduction of the district council. The chairman informed council that the new seat has been installed at the play area and he has treated the fencing and jetty at the pond and power washed the areas for which an invoice is to be submitted for payment.
6. Clerk's Report on matters outstanding: Nothing to report.
7. LCC Report: Cllr Smith not in attendance.
8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. Cllr Lawrence had nothing to add.
9. Finance: to approve accounts:
Accounts for payment: Resolved to pay: H Pitman £948.82; AJ Williams £768; H Pitman reimbursement of bench £547.20; S. Hudson £122.
10. Planning: To comment on any applications received: None.
11 Update on highways issues: Cllr Christmas informed council that the speed enforcement vehicle has been deployed whilst traffic has been diverted through the village.
12. To discuss purchase of a new flasing speed indicator sign on A18: The chairman talked about the existing moveable SID that has been used for some seven years now and conversations that were had with highways when the 30mph limit was introduced. He referred to the latest speed survey carried out by Lincs Road Safety Partnership that has not indicated a problem with speeding vehicles. Cllr Christmas begged to differ and said that lorries and motorbikes are a particular problem. The meeting with LRSP promised at the last two police community meetings has not materialised so the clerk advised her to contact Graeme Butler at LRSP.
13. To discuss the overgrown state of the churchyard: Issue is now resolved
14. To resolve on repainting/reglazing of telephone box: The chairman informed council that on closer inspection the box does not reglazing and that the job would be better done in the spring. Defer.
15. To resolve to join West Lindsey’s defibrillator scheme: Resolved to join.
16. To discuss budget & resolve on precept for 2025/26: The clerk presented the budget. Figures were added for grass cutting tender which was accepted by council and for refurbishment of the telephone box. In light of the increase in grass cutting charges, council unanimously resolved to increase the precept to £11,500. The forms were duly signed.
17. To discuss running of parish council’s Facebook page: A new administrator will be needed at the start of the new year. Defer to next meeting. Agenda
