GREAT LIMBER PARISH COUNCIL

Minutes of the meeting held on Wednesday, 3rd July 2024 at 7pm in the Village Hall.

Present: Cllrs S. Hudson (Chairman); S. Christmas, B. Moor, T. Robinson and C. Read.

In attendance: District Cllrs O. Bierley and A. Lawrence; Cty Cllr T. Smith; the Clerk.

 

1.  Co-option of councillor: No interest.

2. Apologies for absence and reasons given: J Hoyle, apologies accepted.

3. To receive declarations of interest in accordance with the Localism Act 2011: None 

4. To approve the Minutes of the last meeting held on 1st May 2024: The minutes were signed as a true record. 

5. Chairman & Council's comments: The chairman thanked Brocklesby Estates for cutting back branches on Church Lane. No pond weed has appeared so no remedial action has needed to be taken so far this year. As defibrillator co-ordinator, Cllr Moor asked the clerk to order new battery and pads. The chairman has carried out weed treatment on the orchard which is looking good. One tree has died but this will be replaced free of charge by the suppliers.

 

6.  Clerk's Report on matters outstanding: Nothing to report.

 

7. LCC Report: Cllr Smith informed council that LCC has an underspend of £7 million, some of which is to be spent on highways. There has been no movement on reintroduction of a bus service for the village.  

 

8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. He informed council that there has been local interest in the workforce grant which is not just for business but community based organisations as well. There have been difficulties accessing West Lindsey planning pages. The issues are being resolved and training will be offered to parishes once a new system is in place.

 

9. Finance: to approve accounts:

Accounts for payment: Resolved to pay: H Pitman £600.97;  AJ Williams £1206; Cassells Ltd £102; ICO £40; S. Hudson £59.98.

                                                                                                                                    

10. Planning: To comment on any applications received: WL/2024/00458: no objections/comments.

                                                                                                                                    

11 Update on highways issues: Council noted that Riby crossroads has been resurfaced. Cllr Christmas, as the police meeting representative, informed council that the meeting promised in February with LRSP never materialised and has asked why it never took place. She raised concerns again about traffic speeding in the village, particularly tractors and lorries and asked council to look at a permanent SID flashing the speed of vehicles in the parish. To be discussed at the next meeting and a traffic speed survey to also be requested. Agenda

 

12.  To discuss & resolve on funding request from the parish church: An informal request for £1K has been made to help with repairs. The chairman gave further information and council request that a formal application is submitted for discussion at the next meeting. Agenda

 

13. To move into closed session to discuss replacement clerk: Resolved to appoint Janet Millson.
