GREAT LIMBER PARISH COUNCIL

Minutes of the Parish Council meeting held on Wednesday, 5th November at 7.00pm in the Village Hall.

Present: Cllrs S Hudson (Chairman); B Moor, S. Acomb, S. Christmas, S Bedford, S Anderson

In attendance: Cllr J Bean, Cllr O Bierley, Cllr A Lawrence, and the Clerk.

1.  Co-option of Councillors: It was proposed, seconded and resolved to co-opt Sally Anderson onto the council

2. Apologies for absence and reasons given: Cllr C Read

3. To receive declarations of interest in accordance with the Localism Act 2011: None 

4. To approve the Minutes of the last meeting held on 3rd September: The minutes were approved and signed as a true record. 

5. Chairman & Council's comments:

Cllr Hudson reported that the school bus was now stopping at the bus stop and not on Brickyard, Cllr Bean was thanked for requesting this. The pond lilies were due to be culled in September, but this has not been done however these are not causing a problem and the pond will be serviced again next year. The 30mph signs have now been painted on the A18.  Cllr Bean was thanked for requesting this.  The broken 30mph signs coming from Brocklesby have been repaired by Highways.  The speed sign has gone wrong again.  A quote has been received for £450 for the company to attend site to inspect and repair it.  This does not include any parts that may be required.  It was decided to return it to them again for repair which would be a cheaper option.  Clerk to obtain a price for a new one for comparison. Cllr Acomb said that she had contacted a PCSO at Market Rasen regarding attending to do speed enforcement. They are happy to do this and have put Great Limber on the list.

The mirror on the junction of Church Lane is ongoing. Cllr Christmas reported that the litter bin in the car park has now been emptied. Cllr Christmas now has a contact at WLDC should there be any further problems.

6.  Clerk's Report on matters outstanding: Nothing to report

7. LCC Report: Cllr Bean reported that the drain on Church View had now been cleared.

8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. There is one more green bin collection this year.  Cllr Bierley reported that the food waste collections would commence in 2026.

9. Finance: The balance in the bank on 10.10.25 was £9606.38 

Accounts for payment: resolved to pay: J Milson £226.75, HMRC £50.60 for October, J Milson £219.79, HMRC £50.60 for November, AJ Williams £513.60 for grass cutting in September, Donation to Great Limber Village Hall £100, David Beer £100 website maintenance.

10. Banking:  Cllr Christmas has looked into setting up online banking and reported that it would be a straightforward process. It was resolved to apply for online banking.   The clerk, Cllrs S Christmas and B Moor to have online access.

11. Precept for 26-27:  Clerk had previously circulated a proposed budget which shows the actual spend April to September and the expended spend October to April. Since the clerk had prepared this the chair at Keelby Parish Council had written to ask if Great Limber would be happy to contribute towards the clerk training for the CILCA qualification. It was proposed, seconded and resolved that 25% of the cost of the training should be contributed towards this which amounts to £545.25. This amount needs to be factored into the budget. It was resolved to increase the precept to £11,800, an increase of £300 from last year amounting to a 2.63% increase.

12. Planning: to discuss any applications: Cllr Bedford reported that the applications for Worsley Farmhouse and Greenlands have been withdrawn.  There were no planning applications to consider. 

13. Traffic gates: Cllr Acomb has investigated these.  Composite gates would cost £900 a gate.  Brocklesby Estate has quoted £5500 for a set of 4 wooden gates the same as the ones at Brocklesby. 

There is a problem with location at the Keelby entrance to the village as there is a footpath. Grants were discussed but Cllr Bierley said that there was nothing available in this financial year.  It was agreed that Cllr Acomb should progress this to get detailed costs and if it was decided to go-ahead with it, funding could researched.  Cllr Bean said he would try to get a meeting with the Road Safety Partnership.

14. Winter Salt: Clerk to complete the application form to request an additional bin from LCC for Brickyard.

15. Correspondence in between meetings: Cllr Acomb raised concerns as to how responses to emails are made that require action before the next meeting.  Clerk advised that going forward she would add a note to the subject line of the email advising if it is for information, response required so councillors could easily pick up which emails required a response.  Councillors confirmed that they do not require a lot of the for-information emails that are distributed.  This includes the LALC newsletters.  The clerk will not circulate these in future.
