GREAT LIMBER PARISH COUNCIL
Minutes of the Annual Parish Council meeting held on Wednesday, 7th May at 7.15pm in the Village Hall.
Present: Cllrs S Hudson (Chairman); S Acomb J Hoyle, S Christmas, C. Read
In attendance: District Cllr O Bierley and Clerk.
1. To Elect a Chair: Cllr J Hoyle proposed Cllr S Hudson. Seconded Cllr S Christmas. Elected
2. To Elect a Vice Chair: Cllr S Hudson proposed B Moor. Seconded Cllr S Christmas. Elected
3. Apologies for absence and reasons given: Cllr B Moor
4. To receive declarations of interest in accordance with the Localism Act 2011: None
5. Co-option of councillor: There has been no interest in the existing vacancy. Cllr J Hoyle is resigning after this meeting so we need to try and find a replacement as we will then have 2 vacancies. John has done a huge amount whilst on the council so will be greatly missed.
6. To approve the Minutes of the last meeting held on 5th March 2025. The minutes were signed as a true record.
7. Chairman & Council's comments:
Following on from the Great British Litter Pick there is an opportunity to nominate a volunteer. Cllr Christmas would like to nominate Caleb for the work he did in the village. His parents have been consulted. The council approved this nomination.
The litter in the laybys seem to be ongoing. Cllr Bierley advised that this is monitored, and it has been cleared and at the present time is not too bad. Cllr Read said that it was interesting that the nursey school could get the speed monitored but we have been unable to secure the same for the A18.
8. Clerk's Report on matters outstanding:
Nothing to report
9. LCC Report: No County Councillor present. The issue of potholes needs raising as Cllr Moor has had some damage to a wheel because of a pothole.
10. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. Cllr Bierley asked if people could complete the cultural activity survey which aims to draw more funding into district support. The report also mentioned that St Peter’s church is open on the 17th & 18th May 10am to 4pm.
11. Finance:
a) Accounts for payment: Resolved to pay: J Milson £531.80, Cllr S Hudson £100.75, AJ Williams £1027.20, S Davis £60.00, A Shaw £50.00, Zurich Insurance £448.67, Creative Nature £2088.00 West Lindsey District Council £110.00. The maintenance for the pond has increased but it was felt that it was something the council should be investing in. There was also a cost for trimming some trees included on this invoice.
b)AGAR:
Resolved to approve statement of account. The Annual Internal Report was received and noted. Resolved to approve and sign Annual Governance Statement. Resolved to approve and sign Annual Accounting Statement. Resolved to approve and sign Certificate of Exemption. Resolved to approve dates for Exercise of Public Rights. 3rd June to 14thJuly 2025
12. Review of Asset Register: Resolved to remove the tree carving
13. Review of Insurance Policy – this has been circulated beforehand. This has reduced from last year so it was resolved to approve this
14. Review of Standing Orders: The clerk had downloaded the new template from LALC which had been previously circulated. It was resolved to approve this new version of the standing orders
15. Review of Financial Regulations: The new template from LALC had been previously circulated with the original spending limits inserted. It was resolved to approve this new version of the financial regulations.
16. Planning: to discuss any applications – none received. Cllr Acomb mentioned that there is to be a new secure dog walking field in Brickyard. No planning application has been seen for this. Cllr Bierley to clarify if planning is needed.
17. Update on highways issues: Lincolnshire County Council have cut the verges. There are some shrubs that overhang the footpath which may cause an issue for mobility scooters using the path and forcing them onto the road. Councillors will trim these back.

19. Change the date of meetings: - No action at the present time
20. To consider use of gov.uk email – Clerk advised that councils are advised to have gov.uk emails so that councillors do not use their personal email accounts. This advice is to prevent personal email accounts being interrogated if a Freedom of Information request is received. It was resolved not to do anything at the present time, but this may be discussed again at a later meeting.
Finally, Cllr Acomb mentioned about the wide verge outside Rectory that is used for parking and people attending church is looking untidy. It was resolved to ask the grass maintenance company to have a look at it to see if they would be able to lay some turf to improve this area. Cllr Hudson thanked Brocklesby Estate for their ongoing support for the village including the millennium field which is appreciated by residents and dog walkers.
