GREAT LIMBER PARISH COUNCIL

Minutes of the Parish Council meeting held on Wednesday, 2nd July at 7.00pm in the Village Hall.

Present: Cllrs S Hudson (Chairman); S. Acomb, S. Christmas, C. Read. S. Bedford

In attendance: District Cllr O Bierley, District Cllr A Lawrence, Lincolnshire County Councillor J Bean and the Clerk.

Cllr Hudson welcomed the new County Councillor Cllr James Bean to the meeting

1.  Co-option of Councillors: there are still 2 vacancies, Cllr Hudson asked councillors to give some thought to these vacancies as there currently has been no interest.

2. Apologies for absence and reasons given: Cllr B Moor

3. To receive declarations of interest in accordance with the Localism Act 2011: None 

4. To approve the Minutes of the last meeting held on 7th May 2025: The minutes were signed as a true record. 

5. Chairman & Council's comments: The verge at the church was discussed Cllr Hudson suggested that the 2 potholes should be filled.  Cllr Bean asked if the councillors would like to meet with Highways for a village walk.  This was well received, Cllr Bean to arrange a date.  

The painting of the library phone box will be completed soon, and some new shelves have been purchased. 

Cllr Hudson reported that a grave had recently been prepared, and the soil dumped in the orchard.  The church wardens and vicar have been informed of this and most of the soil has now been removed. 

The new power station with carbon capture at Immingham looks to be going ahead with a pipeline to Theddlethorpe.

6.  Clerk's Report on matters outstanding: Nothing to report

7. LCC Report: Cllr J Bean briefly introduced himself.  Cllr Bean reported that the recycling centres are rolling out Re-use centres.  Items that are taken in and still in working order are sold.  There is also a paint recycling shop in Louth where you can purchase paint. Cllr Bean shared information on the proposed local government re-organisation.  The plan that they have put forward is that Lincolnshire stays the same and North East and North Lincs councils join.  

8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. Cllr Bierley wished to highlight the Community Grant Schemes which are available.  These grants are not only available to parish councils but also community groups. Anyone interested should complete an expression of interest as soon as possible. Fly tipping is an ongoing problem.  Cllr Bierley has reported that there have been more instances recently, but they are better at investigating who is behind the tips.  Cllr Read and Bedford said that no feedback is ever received on fly tipping that they have reported.  Cllr Bierley to find out if there is a mechanism for this to be done.  

9. Finance: Accounts for payment: Clerk reported that bank statements are now being received.  At the end of May the balance in the bank was £13,737.40.  This includes the VAT claimed from last year of £968.81.  Resolved to pay: J Milson £524.84, Cllr S Hudson £96.59, AJ Williams £1027.20, Information Commissioner Office £52.00.

10. Planning: to discuss any applications: none received

11. Update on highways issues: previously discussed

12.  Limber Dog Park: At the last meeting it was noted that this business had opened in the village and no planning application for change of use has been received.  Cllr Bierley had made some enquiries at West Lindsey and had been advised that planning should have been applied for.  Cllr S Hudson proposed that no further action should be taken until the business had become more established.  This was seconded by Cllr Bedford.  Cllrs Acomb and Christmas felt that planning should be applied for as the council are aware of it and it would set a precedent for other startup businesses.  A vote was taken 3 for and 2 against so it was carried that nothing should be done at this time.  Cllrs Acomb and Christmas requested that their vote against this action was recorded in the minutes.

13. Bus service: The bus service through Limber has been re-routed and no longer comes to the village.  It was resolved that the clerk picks this up to see if it can be reinstated. 

A resident has written to ask if the school bus could park on the high street instead of Brickyard as it causes an obstruction and other large vehicles must mount the kerb to pass it.  Cllr Bean will make some enquiries regarding this as request that it stops outside the pub as an alternative.
