GREAT LIMBER PARISH COUNCIL

Minutes of the meeting held on Wednesday, 1st November 2023 at 7pm in the Village Hall.

Present: Cllrs S. Hudson (Chairman); S. Christmas, B. Moor, S. Bedford, J Hoyle.

In attendance: District Cllr O. Bierley; the Clerk.

 

1. Co-option of councillor: No interest.

2. Apologies for absence and reasons given:  C. Read. Accepted.

3. To receive declarations of interest in accordance with the Localism Act 2011: None 

4. To approve the Minutes of the last meeting held on 6th September 2023: The minutes were signed as a true record. 

5. Chairman & Council's comments: The chairman informed council that Smith’s Charity is short of drivers and looking for volunteers. Cllr Hoyle to put on Facebook. 

6.  Clerk's Report on matters outstanding: Nothing to report.

 

7. LCC Report: Cllr Smith absent from meeting.  

 

8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. No major issues except the fly tipping charge to be increased to £1000 and no early settlement discount to be offered.  

 

9. Finance: Accounts for payment: Resolved to pay: H Pitman £565.90; Creative Nature £690; AJ Williams £504.

                                                                                                                                    

10. Planning: To comment on any applications received: None.

 

11. Update on highways issues: None. Cllr Christmas unhappy with LRSP response re conducting a speed survey and will raise at the Engagement session with the police. 

                                                                                                                                    

12. To discuss & resolve on cost of fencing community orchard& any other matters relating to this item: Exact boundaries of the site have now been agreed and fencing quotes obtained. Cllr Hoyle supplied these to council who agreed that the whole job should be undertaken by one contractor and gates also be oak, not softwood. Further confirmation to be sought from J Waterman. Resolved maximum cost to be £5132.50.

Total cost of project is c£6,364. Council resolved to contribute £1667. The remainder to be sought as a grant from WLDC. Clerk to submit expression of interest. 

 

13. To further discuss maintenance of the pond:  To defer to January meeting as removal of algae needs to be done in the spring after annual maintenance has been carried out agenda

 

14. To approve budget for 2024/25 & resolve on precept figure: Budget accepted. Resolved to increase precept to £11,000. Unanimous.

 

15. To discuss Parish Council Engagement session: Cllr Christmas to attend. Two questions have been submitted to discuss ie speeding and fly tipping.
