Minutes November 2019

 

GREAT LIMBER PARISH COUNCIL 

Minutes of the meeting held on Wednesday, 6th November 2019 at 7.30pm in the Village Hall. 

Present: Cllrs S. Hudson (Chairman); S. Howdin, N. Hunton, T. Robinson, J. Hoyle and S. Bedford. 

In attendance: District Cllr O. Bierley; the Clerk. 

1 Apologies for absence and reasons given: Cllr C. Read. 

2. Co-option of Councillor: No applicants. Review next May. 

3. To receive declarations of interest in accordance with the Localism Act 2011: None 

4. To approve the Minutes of the last meeting held on 4th September 2019: The minutes were signed as a true record. 

5. Chairman & Council's comments: The chairman informed council that Mr Joyce has a brass plaque belonging to the WI which he will attach to the seat near the bus stop before he leaves the village. Mr Jackson has kindly varnished and refurbished the millennium bench and needs to be reimbursed for the varnish. There has been no feedback from LCC regarding the speed reduction on A18. The clerk will enquire whether it has gone before committee. 

Council once again raised concerns on the poor state of the A18 and asked the clerk to arrange a meeting with the local highways manager. 

6. Clerk's Report on matters outstanding: The clerk confirmed that a safety inspection has been ordered and will be carried out by Wicksteed in the next few weeks. 

The project reporting form needs completion for submission to Mondegreen together with the claim form and invoice which she has now received from Cllr Hunton who will also supply photographs. 

The final cheque for the pond project has not been cashed and is now out of date. Cllr Hunton will speak with Creative Nature. 

7. LCC Report: Cllr Turner was not present. 

8. WLDC Report: Cllr Bierley's report was circulated prior to the meeting. Carl Knight has been appointed broadband officer and can offer two options to improve broadband connection: Virgin Media for smaller communities or the BDUK voucher scheme through OnLincolnshire. Cllr Hoyle said there is a particular problem in Brickyard which needs addressing. Council confirmed the rest of the village receives good speeds. The clerk to arrange a meeting with residents of Brickyard to be held at Cllr Hoyle's home. 

Cllr Bierley also gave information on West Lindsey's motion on climate change and request by North Lincolnshire for extension of the AONB to include Great Limber. 

9. Planning: None 

10. Finance: Accounts for payment: Resolved to pay: H Pitman £468.72; Great Limber Village Hall 

£49.50; BH Potterton £340.00; Propave £6750.00; K. Jackson £16. 

11. To further discuss purchase of a hand held speed device: The clerk having circulated details of the Community Speedwatch scheme, the chairman gave council background information to inform the discussion. The consensus of opinion was that use of the device was onerous and that finding a minimum of three volunteers in a village the size of Great Limber to undertake the task would prove extremely difficult. Council therefore agreed not to pursue. 

12. To discuss WLDC's offer of litter picking equipment for the parish: The equipment has already been supplied and is held by Cllr Hoyle. 

13. To discuss future projects identified by the Neighbourhood Plan and whether to deliver: The chairman stated that all projects listed in the Neighbourhood Plan have already been delivered apart from the speed reduction on A18. Cllr Hunton gave information on the annual management programme for the pond which council agreed at the last meeting. 

No new projects were identified. However, Cllr Hunton suggested aspirations such as environmental green issues and a one way system on Church Lane may be looked at. Agenda 

14. To discuss & resolve on budget for 2020/21: Budget figures and projected balance prepared by the clerk were circulated. 

To freeze precept at £9,000. Proposed, Cllr Hunton. Seconded, Cllr Hudson. Resolved.
