GREAT LIMBER PARISH COUNCIL
Minutes of the Parish Council meeting held on Wednesday 1st July at 7.00pm in the Village Hall.
Present: Cllrs S Christmas, S Acomb, S Anderson, S Hudson, B Moor, K Read
In attendance: Cllr O Bierley, and the Clerk.
No members of the public were present
1. Co-option of Councillor: There is one vacancy for which there has been no interest
2. Apologies for absence and reasons given: Cllrs J Bean, S Bedford
3. To receive declarations of interest in accordance with the Localism Act 2011: None
4. To approve the Minutes of the last meeting held on 6th May 2026: The minutes were approved and signed as a true record.
5. Chairman & Council's comments: The chair advised that copies of letters sent by Keelby Parish Council had been received. Follow up letters have now been sent from Great Limber supporting these letters. Clerk had previously circulated the Lincolnshire Local Transport Plan. Councillors and public are encouraged to complete this survey. The mirror opposite Church Lane has been obscured by vegetation growth so chair will remove these. The bank on Church Lane still needs removing as it is encroaching onto the road, but it was noted that some of the branches have been removed. Cllr Read to follow this up with Cllr Bedford.

7. LCC Report: No report has been received from Cllr Bean.
8. WLDC Report: Cllr Bierley’s report has been received. Cllr Bierley reported that there will be a new prime minister which could change things locally. Government have said that an update on the way forward will be given before the parliamentary recess. West Lindsey are hoping to hear soon whether they have been successful in the application to take over the former RAF Scampton site. It is also hoped that the community grant scheme will be relaunched in July.
9. Finance
- Accounts for payment: Creative Nature £2136.00, AJ Williams £535.20, Staff Costs £270,39, ICO £47.00, Keelby Parish Council £545. AJ Williams £535.20.
It was RESOLVED to complete the Direct Debit form for the ICO payment
10. Planning: to discuss any applications: There were no planning applications to consider.
11. Parish Matters:
Speed sign – A grant of £2,529.05 has been secured from Singleton Birch. The Chair congratulated Cllr Acomb and the Clerk for their work in obtaining this funding.
The grant is sufficient to fully fund the purchase of one speed sign. Cllr Acomb advised that the Council has already received £500 from Cllr Bierley and there a likely to be a further grant of £500 from Cllr Bean. The supplier has offered a discount if two speed signs are purchased, bringing the total cost to £4,433. If the anticipated grant from Cllr Bean is received, the Council would need to contribute £904 from its reserves to fund the purchase of both signs. If it is not received the cost to us would be £1404. This amount covers the brackets we would just need to purchase some locks for them which would be in the region of £30. There have been some comments from residents on Facebook regarding concerns over speeding in the village. It was RESOLVED to purchase 2 signs but wait to see if Cllr Bean’s grant is received before purchase.
- Grass cutting – The Village Hall committee have requested that an alternative contractor is appointed to cut the Village Hall grass and collect the grass cuttings. The new contractor they have approached has agreed to match the current contract price. The Clerk confirmed that the existing grass-cutting contract runs until the end of 2027. It was therefore agreed that the matter would be revisited next year, prior to the contract being put out to tender.
- Great Limber dog park – A complaint was received from a resident regarding the Great Limber Dog Park. The resident raised concerns about noise from the site from 6.00 am and provided photographs showing cars parked on the road near the bend. As planning matters are not within the remit of the Parish Council, Cllr Bierley agreed to seek advice from West Lindsey District Council as to whether any planning permission is required. It was noted that the opening time has since been changed to 7.00 am, which addresses the concern regarding noise from 6.00 am. The Council agreed to write to the owner requesting that customers be reminded not to park on the road.
- Shop – It was reported that the current leaseholder does not intend to renew the lease when it expires in September. The Council noted that the village shop is a valuable community asset, providing both an essential retail service and an important social meeting place for residents. Cllr Read confirmed that the Yarborough Estate intends to re-let the premises; however, there has been no interest from prospective tenants to date. He further confirmed that the Estate is committed to keeping the shop open but does not intend to run it themselves.
- Update on speed limit at crossroads – Cllr Acomb confirmed that she had received an update advising that the proposal meets the Council's criteria for extending the speed limit on the High Street beyond the junction. Speed surveys have been requested and, once the results have been received, a decision will be made as to whether a 40 mph or 50 mph speed limit is more appropriate. A public consultation will then be undertaken.
- Pond maintenance – Cllr Hudson advised that the pond requires further one-off maintenance work in September. The reed bed has spread further into the pond, and the water lilies require thinning. It was agreed that Cllr Hudson would obtain a quotation for the work and establish whether carrying out the maintenance in September would reduce the amount of work required in the spring.
