Minutes of the annual parish meeting held on Wednesday, 7th May 2025 at 7pm in the Village Hall.
Present: S. Hudson (Chairman); S. Acomb; S. Christmas; J. Hoyle; and C. Read
In attendance: District Cllr O. Bierley; the Clerk.
Apologies: B Moor
To approve the Minutes of the last meeting held on 1st May 2024: The minutes were signed as a true record.
Chairman's report: The chairman reported that it has been a year of steadiness as all the long-term projects have been completed. It was thought that there was going to be a weed problem, but the fish have sorted this issue, and the pond is now clear. The maintenance has been done for 2025 and is looking good although the cost has risen. In July our new clerk was appointed and Janet Milson started in November 2024. There are still ongoing issues around speeding traffic. This may be something that will be discussed later. The defibrillator now comes under the maintenance scheme operated by West Lindsey District Council and Cllr B Moor will continue to do the monthly checks. Sadly, at the end of 2024 Tim Robinson died and the council lost their longest serving councillor. A plaque has been placed on one of the pond seats which was well received by his family. The speed monitor went wrong in January however this has now been sorted and appears to be fully operating. In March the council was pleased to welcome Sally Acomb onto the council. The broadband upgrade has now been completed in the village. The Council has felt disconnected with Highway issues as Cllr T Smith was unable to attend many of the meetings so going forward, hopefully the new County Councillor will be able to attend more meetings. The telephone box refurbishment will be completed when the weather is better.
Responsible Financial Officer's Report: The income for 24-25 totalled £18217.21 which was made up of the precept of £11000.00, and other income of £4623.40 which was CIL money of £3365, and a VAT refund from the previous year. Expenditure totalled £12532.20. Of this amount £3399.26 were staff costs, £1305.24 for Admin/Expenses, £3338.89 village maintenance, £1490 pond, £2000 donations and grants and £968.81 was VAT paid on these amounts which will be reclaimed. The closing balance was £5685.01. The clerk reported that she was still not receiving bank statements. Cllr Hudson is still trying to sort this with NAT West.
Cllr S Hudson reported that our County Councillor Tom Smith was not re-elected, and we now have Cllr James Bean. Cllr Hudson would like to thank Cllr T Smith and all the other hard-working councillors who have lost their seats.
Open meeting: Cllr Bierley confirmed that county council will now be controlled by Reform, and it will take a while for the new councillors to go through the induction process.
Cllr Bierley said that he has spent a lot on time in Great Limber over the last few weeks and commented on how good the village looks. This reflects the hard work the parish councillors do for the village and for this Cllr Bierley gave his thanks. Clerk advised that she has been in touch with Cllr Bean and he had confirmed that he is hoping to work closely with Parish Councils.
There being no further business the meeting closed at 7.10pm.
